Why switch them back on?

From the article on the front page of last week’s Weekly News it would appear that financial savings can now be made by installing street lights using new LED technology.

Also that, despite the prophecies of doom, statistics since the street lights have been turned off overnight show that accident and crime levels have fallen. So could one of the councillors please explain why they want to use the savings to switch the lights back on again?
