Controversial plans to build a car park in Talisman Square could have a strict condition placed on them before they are accepted.
Warwick District Council wants to set a limit for the 47-space car park to close and for original proposals to develop new shops in the north side of the square to be pursued by June 2012.
Developer Cobalt Estates has said the new plan would be a temporary measure but Kenilworth people are concerned it could mean the end of future improvements.
The town council wants a review after 12 months to 'ensure the future of the site'.
Cllr Michael Coker (Con, Kenilworth Abbey) said: "The council is disappointed the demolition is taking place but also understands the developer's issue in having to pay rates on empty properties.
"But it also asked for temporary permission so they have to come back in a year because it will be dreadful if the car park remains there.
"What we had hoped for was for the old shops to be demolished and development to take place, but one has to be practical and realise there is a recession on and that makes it difficult for the developer."

Two blind people have also objected to the plans on the grounds they show a lack of concern for vulnerable people and could create a hazard.
One trader has expressed support.
Cobalt does not require permission for the demolition and planners have said the car park would be preferable to boarded-up and empty premises.
Hugo Hawkins, chief executive of Discovery Properties, which owns Cobalt, is confident work on the shops will start at the beginning of next year and tenants will be found.
He said: "The vacant units on this part of the site are currently an eyesore and serving no useful purpose.
"It was felt the location of a small car park would improve not only the attractiveness of the area but also serve a useful purpose."
The district council will consider the plans at Leamington town hall on Wednesday.
